Is Emerald Lakes just another Palm Bay subdivision? No. The broader Emerald Lakes development spans approximately 1,561 acres across the four quadrants of the St. Johns Heritage Parkway interchange at I-95, according to its Community Development District (CDD) engineer’s report. That 2023 conceptual plan contemplated about 3,760 residences and 2.82 million square feet of commercial, office, educational and business uses over an expected 20-year buildout. Those are district-wide planning figures, not a claim that every component is built, approved in its final form, or included in a Lennar home purchase. Lennar’s narrower Emerald Lakes community is actively selling as of September 2026 and advertises new homes and planned nonresidential space.
For buyers, that distinction is the entire story. You can shop actual homes today, while the village-center vision, retail mix, roads and later phases must be evaluated on their own timelines. Where is Emerald Lakes?
The CDD engineer’s report places the district east of Babcock Street, south of Grant Road, west of U.S. 1 and north of Micco Road. It spans all four quadrants of the St. Johns Heritage Parkway/I-95 interchange in the southern part of Palm Bay. That geographic footprint matters: a drawing of the entire district should not be mistaken for the amenities immediately next to a particular homesite. For a buyer commuting north to Melbourne or West Melbourne, the I-95 access can be a meaningful feature. How large is the plan—and why do the square-footage figures differ?
Palm Bay’s FY2026 budget calls Emerald Lakes an approximately 1,500-acre mixed-use planned community and describes a village center with retail, offices, multifamily housing, restaurants and entertainment. It cites 2.8 million square feet of commercial space, more than 3,760 residences and an estimate of 6,000 jobs. The CDD’s 2023 engineer’s report describes approximately 1,561 acres and 2.82 million square feet of combined commercial, office, educational and business industrial uses. Both describe a broad, long-range development concept; differences in rounding and categories are reason to identify the source and date, not to merge them into a firm delivery promise.
Lennar’s current Emerald Lakes marketing refers instead to 961,000 square feet of planned retail, medical, educational and corporate space associated with its community. That is a different stated scope from the wider district plan. Neither number tells you precisely which shops will open or when. Retail leases, final plans, utilities, infrastructure funding and permits determine what eventually materializes. A buyer should ask about a named store only when there is a confirmed tenant announcement or construction evidence.

What is available today, and what is still planned?
Lennar lists Emerald Lakes as actively selling, with multiple home collections, available homes and a range of floor plans and prices that can change without notice. Its current community description advertises a clubhouse, community center, pool and fitness center; its amenities text also refers to pickleball courts and tot lots. A website description is not proof that each facility is finished or accessible on your closing date. Ask the sales team to show the specific amenity, its completion status, membership or access rules, and the written documents that govern it.
Likewise, the village center is a reason to watch the project, but planned restaurants and shopping should not be priced into a home as if they were already operating. How might Emerald Lakes affect Palm Bay property values?
A successful mixed-use district could eventually make this part of southern Palm Bay more convenient and more recognizable to buyers. Better road access, usable recreation, neighborhood services and an established housing base can improve marketability. But the effect is neither automatic nor uniform. Nearby resale homes might gain access to new amenities while competing with brand-new homes that offer warranties, incentives and modern layouts. Traffic, construction activity and a delayed retail phase could offset some of the hoped-for convenience in the meantime.
The right comparison is a set of closed sales with similar location, size, age, condition and ownership costs—not a forecast derived from a master-plan illustration. A new-home buyer should also look at future phases that might add supply during a planned resale window. Emerald Lakes has a Community Development District. A CDD is a special-purpose local government that can finance, build and maintain certain community infrastructure. That fact alone does not establish the assessment on any particular home. Ask for the current parcel-specific property-tax estimate, any CDD debt and operations assessments, the HOA budget and dues, the governing documents, and whether fees or assessments are expected to change as later phases are developed. Check the proposed tax bill after exemptions and reassessment rather than relying on a builder’s payment illustration.
Also obtain an insurance quote for the exact house and verify flood information for its individual parcel. Emerald Lakes compared with established Palm Bay communities
Shoppers attracted to the master-plan idea may also look at Bayside Lakes and Waterstone. Those established Palm Bay areas offer existing homes and amenities that can be inspected today, with different locations and neighborhood character. Emerald Lakes gives buyers new-construction choices and a much larger future mixed-use ambition. - Which amenities can I use at closing? Separate facilities open today from advertised future facilities and get access rules in writing.
- What will I pay each month? Include principal, interest, taxes, insurance, HOA, CDD and any optional amenities rather than comparing base prices.
- What is planned immediately beside the lot? Ask about future roads, multifamily, commercial, business or industrial uses, stormwater facilities and preserved areas.
- How do builder incentives work? Compare lender conditions, rate buydown duration, closing costs and upgrade packages with other financing offers.
- What is the construction timeline around my phase? Later buildout can affect views, noise, traffic and resale competition.
